The car will intermittently lose power steering all of the sudden and jerk the car to the right. On other occasions the car will automatically steering right at a stand still. It is believed to be either electrical or mechanical but involving the EPS and rack and pinion. The vehicle was inspected by a certified Honda technician. My personal safety and safety of others that have entered my car have been at risk any time I am in this vehicle. On most occasions the EPS light would fail to come on when this occured. It may be on one out of every ten times the issues occured. The code that occurs is a visa system malfunction.
Starter randomly fails. Grinding noise when you push the start button.

Consequence: THE SHORT CIRCUIT CANPOSSIBLY CAUSE THE UNDERHOOD WIREING TO OVERHEAT AND SMOKE, CAUSING A FIRE IN THE ENGINE COMPARTMENT. A SHORT CIRCUIT CAN ALSO RESULT IN A BLOWN FUSE OR DEAD BATTERY.
Remedy: DEALERS WILL INSPECT THE VEHICLES FOR PROPER ROUTING OF THESE WIRES. ANY HARNESS IMPROPERLY ROUTED WILL BE INSPECTED FOR DAMAGE AND THE ROUTING WILL BE CORRECTED. THE OFFICE OF DEFECTS INVESTIGATION (ODI) PRODUCED AN INFORMATION REQUEST (IR) LETTER DATED OCTOBER 14, 2004 WHICH DEFINED THE SUBJECT VEHICLES AS MODEL YEAR 1999 - 2001 HONDA ACCORD VEHICLES WHICH WERE NOT WITHIN THE SCOPE OF PRIOR RECALL ACTION (03V423) HONDA CONDUCTED TO RESOLVE AN INTERLOCK DEFECT.HONDA SUBMITTED RESPONSES ON NOVEMBER 29 AND DECEMBER 21, 2004.THE FAILURE REPORTS NOTED ABOVE HAVE BEEN DETERMINED FROM ODI'S ANALYSIS OF NHTSA'S COMPLAINT DATABASE AND AN INITIAL ANALYSIS OF THE MANUFACTURER'S IR RESPONSE DATA (FURTHER ANALYSIS REQUIRED).SOME OF THE HONDA REPORTS ARE DUPLICATIVE OF ODI.TAKING INTO ACCOUNT A SHORTER SERVICE LIFE, THE FAILURE INCIDENCE OF THE SUBJECT VEHICLES IS SIMILAR TO THAT DETERMINED WHEN ODI CONDUCTED PRELIMINARY EVALUATION (PE) 03-013, WHICH INVOLVED INTERLOCK FAILURES ON OLDER ACCORDS SUBSEQUENTLY RECALLED UNDER THE 03V423 ACTION.ACCORDINGLY, THE PETITON IS GRANTED AND ODI HAS OPENED PE05-002 TO FURTHER INVESTIGATE THE MATTER.
